How to mount a towing hook?

Hello!
(Feel free to answer in swedish!)

I'm thinking of mount a towing hook on my Fiat Punto year mod. 1999.

But before I go on with this I need answers on some questions.

1) All people I have spoken to says that I probably need to cut off some part from the bumper. I really do not want to do that. Because I think it may look bad. I have examine the car and to me it looks like there is no use to cut anything because the location for the spear wheel is in the way anyway.
Do you think I can mount the towing hook with out any cutting of the bumper?

2) On the attached image you can take a look on how it looks at my car. I do not see where I'm suppose to mount the towing hook. Correct me if I'm wrong when I say I need to drill some hole and mount it with screws and nuts?

3) I would appreciate if you could describe your success story about this. Feel free to send my any image how the towing hook is mounted on your car.
